Working for You: Protecting Access to Cash

The National Pawnbrokers Association is continually working behind the scenes to represent your interests and protect the customers you serve. Much of this work takes place in meetings with lawmakers, in monitoring legislation, and in ensuring that the realities of our industry are understood in Washington and across the states.

 

One current priority is the Payment Choice Act of 2025 (H.R. 1138 & S. 2326). This legislation would ensure that cash remains an accepted form of payment. For many Americans this is not just a matter of preference but of necessity.

 

The FDIC reports that in 2023 more than 5.6 million households were unbanked and another 14.2 percent were underbanked. Among unbanked households, two thirds relied entirely on cash. Federal Reserve research shows that unbanked consumers make 60 percent of their payments in cash compared with 19 percent for banked households.

 

Pawnbrokers see these realities every day. Customers depend on cash to redeem their pawns and to purchase essential items. Protecting their ability to pay with cash protects their ability to do business with you.
