Legislative Win for Mississippi Pawnbrokers

February 2026 – The NPA is proud to recognize the advocacy efforts of NPA members Nick Fulton and Brian Smith of USA Pawn. Representing the Mississippi Pawnbrokers Association, Nick and Brian recently attended a crucial Senate Banking Committee meeting at the state capitol to champion legislative updates for the industry.

The proposed bill, which received unanimous approval from the committee, addresses two primary operational burdens:

• Reducing the buy-hold period for precious metals, coins, and bullion from 21 days to just 3 business days.

• Adjusting the frequency of FBI fingerprint checks through NMLS from annually to every three years.

During the session, Nick Fulton provided expert testimony, answering committee questions to ensure a clear understanding of the pawn industry’s needs. The bill now moves forward to the House for consideration.
